In the near future, if you're poor and are so unfortunate as to enter a hospital for care, chances are you'll never come out. It seems that no matter how minor your illness, your body fails and your organs are whisked away by the Federal Transplant Registry. Journalist Jenna stumbles on this fact and is determined to pursue it. Meanwhile in Groundertown -- a shadowy alternate economy made of of those who do not want to come to the notice of the government in any form -- medical student Zane (Groundertown has everything "real citizens" possess, except monitored identities) has his own run-in with the government-run medical establishment and barely escapes with his life. Together Jenna and Zane are determined to pierce the mystery that lies behind the seemingly benign Federal Transplant Registry and bring it down.
